Criminal background screening and tenant selection processes typically exclude individuals with prior justice system involvement. As a result, individuals face extreme discrimination in the housing rental market — preventing them from establishing homes, reintegrating into their communities, and leading healthy lives.
In recognition of this impact, Virginia state partners have been working to develop strategies to reduce barriers, including adopting Tenant Selection Plan Guidance for affordable housing partners. Building off this work, the Mid-Atlantic Team at CSH conducted a landscape assessment to understand trends in criminal background screening in Virginia. In this webinar, we’ll share an overview of the assessment’s process and methodology. We’ll also discuss how other jurisdictions can conduct similar assessments.
Lastly, we’ll share lessons learned from this assessment and offer resources to continue reducing barriers to housing access for people with prior involvement in the carceral system.
